TiVo has been experiencing a lot of issues and problems when it comes to CableCards. The lack of enthusiasm from cable companies to install CableCards in Series 3 TiVos was a concerning issue for many TiVo Series 3 adopters.TiVo continues to be engaged with the FCC. A recent follow up letter responds to some of TiVo's concerns.
Issues discussed include the accusation Cable companies exaggerating the cost of CableCards and a request by cable companies to waiver CableCard support for "low end" set top boxes.
"Allowing cable operators to provide such advanced features in supposedly "low end" boxes will create an exception that would swallow the integration ban and effectively eliminate competition in the market for set-top boxes."
The fight for the CableCard continues with TiVo at the frontline.

1. While I did have some problems getting my 2 S3's to use the cable card, the problem was solved quickly. One thing I did notice, when ever a tech came to install the card the comment was made, "Why are you going to all the trouble of the cable card? Why not use our cable box?" My responce was always the same, "Because your TV guide sucks!"
I think that this move by the cable companies is an attempt at catch-up and sour grapes because the FCC forced them into the CC and they don't make as much money when you use a better designed and implemented resale device.
